I have been using Duet Display to connect my iPad Air to an 11-inch MacBook Air. To be fair, the lags were only in the beginning of the video and they disappeared after a short time. In testing this is largely true, although lags were sometimes seen while playing YouTube video on the iPad. The vast majority of Windows laptops have a graphics OUT port, but no graphics in port, so you cant just connect up your Mac Mini to the graphics port on the back of your laptop.
